Speaking at the Maryland Democratic Party’s “Fight Back & Win Gala” on Saturday, June 27, 2026, at Maryland Live! Casino in Hanover, the 83-year-old delivered one of his sharpest public attacks on President Donald Trump since leaving office.
In a roughly 10-minute keynote, Biden zeroed in on a series of high-profile Washington projects he labeled “vanity projects,” with the troubled renovation of the Lincoln Memorial Reflecting Pool taking center stage.
“It’s not just his vanity projects, tearing down the East Wing of the White House making room for his ballroom, putting his name on the Kennedy Center, building an arch in his own honor, even hiring his own pool guy to fix the Reflecting Pool,” Biden said. Then came the line that drew loud cheers and laughter:
“Whoa, what a loser.”
He continued: “The Reflecting Pool reflects something even worse than the narcissism and incompetence at the core of this administration: It’s the corruption… on a scale never seen before in American history.”
The remarks marked a rare, blunt personal volley focused on a highly visible National Mall landmark that had already become a political flashpoint.
The Reflecting Pool Project: What Actually Happened
The Lincoln Memorial Reflecting Pool — the long, rectangular body of water stretching from the Lincoln Memorial toward the Washington Monument — has long faced maintenance challenges, including leaks and seasonal algae blooms. A major $34 million restoration under the Obama administration, completed around 2012, addressed leaks and filtration but still encountered algae issues afterward.
In spring 2026, the Trump administration launched a fast-tracked renovation ahead of the nation’s 250th anniversary celebrations. The work included draining the pool, repairing infrastructure, and applying a new waterproof polyurea coating in a shade Trump described as “American flag blue.”

He warned that those caught could face up to 10 years in prison and said the penalty would be “fully enforced.”
The Interior Department and National Park Service reported arrests and citations (figures cited publicly ranged around six to seven arrests and additional citations). One publicly identified individual was former Olympic canoeist David Hearn, who said he briefly touched a peeling section of the lining out of curiosity and denied damaging it.
Independent reporting and some internal documents raised questions about the scale of deliberate sabotage. Park Service statements referenced cuts to caulk or foam sealant at expansion joints and items such as fence post tops thrown into the water, but clear public photographic or video evidence matching the full length of the continuous gash Trump described was limited. Critics and fact-checkers noted that peeling and algae could also stem from the materials, application conditions, hot humid weather, or the pool’s long-standing environmental challenges.
Security around the site was increased, and the pool remained under scrutiny into late July 2026.
The Other Projects Biden Targeted
